All goods that arrive into the U.S. Customs territory must be declared to the Government agency known as U.S. Customs Border Protection (CBP). The importer is responsible for filing entry documentation and paying applicable duties, fees, and taxes. It is the importers responsibility to have the proper documentation filed, licenses or permits in place (when needed) and duties need to be paid. The merchandise will not be considered legally entered until CBP authorizes the release of the merchandise. Importers generally choose to hire a Licensed Customs Brokers to handle the import process, since this process comes with great responsibilities and legal liabilities.
